The Foreign Trade Policy (FTP) governs the export and import of goods and services and a list of items whose export is to be controlled has been identified because of the nature of an item that may be used in military applications or weapons of mass destruction. They are dual use items that can be used for both civilian / industrial and military application purposes which are called Special Chemicals, Organisms, Materials, Equipment, and Technologies (SCOMET) items.
Dual use items having potential for use in Civilian applications as well as military applications and are capable of being deployed as Weapons of Mass Destruction (WMD) Programmed are called SCOMET.
Objective:
i. To facilitate high-tech trade and technology transfer and
ii. Global security and non-proliferation.
Purpose: Export of SCOMET items is restricted. Their export is permitted only against a license.
Validity: 24 months from the date of issue and the same is Not transferable.
Amendment / Correction : May add new items, decrease the quantity of items, modify the UOM.
Revalidation: SCOMET license is revalidated on merits for a period of six months and maximum up to 1 year by Regional Licensing Authority (RLA) on the approval of Directorate General of Foreign Trade (DGFT).
Documents required: Class 2 valid DSC for DGFT purpose, IE code, Contract Agreement / Purchase Order, Original End User certificate, Technical specifications of export item & Bills of Entry for previous exports.
SCOMET is an acronym for Special Chemicals, Organisms, Materials, Equipment and Technologies.
To apply for SCOMET, following steps to followed:
SCOMET Authorization is valid for imports for 24 months from the date of issuance of the authorization.
A registration fee of Rs. 1 thousand need to be paid each application for issuance of the authorization.
